Mr. Jou attended FengChia University in Taichung, Taiwan, and has a B.S. in International Trade. He has studied business administration at the graduate school of Morehead State University in Kentucky. Mr. Jou is also certified in commercial insurance from the Commercial Union Assurance in Boston, Massachusetts and has studied commercial banking at California State University, Fullerton.

In addition to having served as Vice Chairman of First Continental Bank, Mr. Jou also serves as the Chairman and Chief Executive Officer of Pacifico Insurance Agency, which he founded in 1983, and as the Chairman and Chief Executive Officer of Foreign Trade Management, which he founded to help cities establish, market, and manage foreign trade zones. Through these efforts, Foreign Trade Management strives to create jobs and spur economic development in the import/export, manufacturing, and ancillary industries.

Mr. Jou is also active in the Asian-American business community, serving as Chairman and a member of the board of directors of the Asian Business Association. In spring 2000, Mr. Jou co-founded Asian Business Community Development to provide educational services, scholarships, and business training for Asian-American entrepreneurs and other business professionals.
